Dr. Ruggles is a longtime resident of Vicksburg, having moved here with his parents, the late Dr. James Ruggles and Karen Ruggles in 1983. He attended Warren Central High School and Hinds Community College before attending Mississippi State University. He received his Doctorate of Veterinary Medicine from MSU, College of Veterinary Medicine in 1998
